HR Manager
Amata Transition House Society – Quesnel, BC
Amata Transition House Society provides short-term housing, advocacy, and support services for women and children in the beautiful community of Quesnel, BC. We are currently seeking a compassionate, organized, and experienced HR Manager to join our dedicated team.
Reporting to the Executive Director, the HR Manager is responsible for overseeing the day-to-day operations of the Society and ensuring services are delivered in alignment with organizational policies, legal requirements, and the Society’s mission and values. This leadership role provides direct supervision to all Coordinators and employees and plays a key role in organizational effectiveness, employee performance, and service quality.
This is a permanent part-time role, with 16 hours weekly. Work days and hours will be mutually agreed upon in collaboration with the employer for the best candidate.
Key Responsibilities
· Ensures services and programs are delivered in high quality client centered approach, maintaining the confidentiality of information and safety of clients.
· Ensures daily operations run smoothly and are compliant to applicable government regulations and laws and in alignment with organizational policies and procedures.
· Ensures continuous improvement of all aspects of operations, dealing with any issues that arise.
· Plans, organizes, directs, and controls day-to-day administration, prepare and verify work schedules, ensuring all aspects are carried out consistent with Amata Transition House Society policies and procedures.
· Manages the supervision and management of staff effectively according to the organization’s performance
management processes.
· Ensures narrative and data reports to funders and the board are completed at the right time and in an accurate manner.
· Designs resource development plans as well as manages the recruitment, onboarding and training of new employees. This is in addition to staff’s professional development decisions to meet future organizational needs.
· Establishes and ensures all professional, licensing, and accreditation requirements are in place to satisfy legal, regulatory, and service quality requirements.
· Ensures risk management policies and procedures are implemented and monitored closely to protect the agency, employees, and volunteers from liability and other claims; this includes compliance with Workplace Safety standards.
· Alerts the Executive Director and the Board of Directors promptly of any extraordinary circumstances, including financial, legal or ethical issues that may arise.
· Suggests changes to policies, recommendations, proposals, and plans to the Executive Director and the Board for review, consideration, discussion, and approval.
· Provides monthly reports about the Society’s programs and services, its financial status, its progress towards organizational objectives, and other issues of concern in order to assist the Executive Director and the Board to make sound decisions.
· Works to ensure internal flow of communication in the organization including regular staff meetings for information-sharing, debriefing and professional development between programs, staff and the Board of Directors.
· Provides ongoing supervision, leadership, support and guidance to staff and practicum students. Responsibilities include but are not limited to writing job descriptions and job postings, interviewing, and selecting staff, orienting new staff, training, coaching, mentoring and facilitating succession management.
· Ensure all employees receive orientation and on-going professional development to support the work of the organization and future needs.
· Ensures all staff understand and adhere to Human Resources Policies, Procedures, and Standards.
· Clarifies performance standards and expectations for employees and how performance will be measured and completes performance appraisals.
· Takes decisive and appropriate action in situations where there are performance problems.
· Oversees and participates in all actions of progressive discipline and termination of any staff.
· Establishes and implements personnel management and human resource policies necessary to support the objectives of the Society. Manages the union and labor relations issues, solving them promptly and effectively, whenever possible.
· Assesses, coordinates and approves staff requests for vacation or other leaves.
· Prepare relevant reports to support the financial integrity, management and accountability to organizational work and commitment to Provides support through mediated conflict resolution between staff, clients and program managers.
· In collaboration with Finance, monitors programs’ budgets, cash flows, variances, reports, and expense records.
· Ensure all employee timesheets are accurately entered into the HRIS.
· Perform other HR duties as needed
Community Relations
· Establishes and maintains positive and effective relationships with clients and staff
· Represents the Amata Transition House Society at community events, official functions and participates on various community committees and working groups as an advocate for the Society when needed.
· Maintains an active involvement in regional and provincial Societies related to the Society, including British Columbia Society of Transition Houses (BCSTH) and Community Social Services Employers Association (CSSEA).
Additional Information:
· This position will supervise coordinators, house employees and residential coordinators
· Hours of work – 16 hours weekly. Days and hours will be mutually agreed upon for the right candidate.
QUALIFICATION
Knowledge and Skills:
· Must have strong leadership and management skills
· Strong data analysis logical and critical thinking

· Excellent organization and decision-making, and conflict management
· Strong computer/ office equipment and software skills
· Experience working with Quick-Books online and using Comvida or similar HRIS.
· Knowledge and feminist approach in the area of social disadvantage and violence against women and children

Education
· University degree in business administration or equivalent experience.
· Diploma or certificate in social services, project management or equivalent knowledge and experience
Experience
· At least 2 years’ experience working in a unionized nonprofit field, managing stakeholder relations.
· Experience working with community partners and funders.
· Excellent presentation, public relations, oral, written and interpersonal communication skills.
· Ability to deal tactfully and sensitively with client and family issues.
Desirable Skills/Experience
Background in dealing with clients with mental health or addiction issues and experience in de-escalation techniques.
Ability to participate at meetings, conferences, and other events that may involve evening and/or weekend work. Approachable demeaner and enthusiastic about being a team player.
