DIRECTOR ,MUNICIPAL PUBLIC WORKS DEPARTMENT

Reporting to the office of the Director General of the KRG, the Director of the Municipal Public Works department oversees the carrying out of civil engineering and construction projects, the implementation of infrastructure programs for the northern villages in particular regarding drinking water and wastewater treatment, landfills, roads and buildings, as well as the maintenance and operation of the KRG building inventory. The selected candidate must:
RESPONSIBILITIES
- Ensure the management of department activities according to set objectives and scheduling considerations, as well as work timetables;
- Collaborate closely with northern village elected officials and staff, ensuring effective and continuous communication;
- Prepare budgets and ensure follow-up;
- Implement, comply with and renew government agreements concerning municipal and community infrastructure;
- Ensure the maintenance of the KRG building inventory, as well as the implementation and updating of the five-year renewal and maintenance plan;
- Supervise the technical assistance program for the northern villages to increase the knowledge of municipal staff in particular regarding drinking water treatment, landfill management, as well as building and heavy equipment maintenance;
- Develop and implement operational objectives for the department;
- Ensure continuous communication between different stakeholders and the KRG (such as department staff, other KRG departments, the northern villages and provincial-government departments and agencies).
QUALIFICATIONS
- A bachelor’s degree in engineering, Architecture or a related field;
- At least ten years of experience with implementing municipal infrastructure projects
- A minimum of five (5) years' experience leading a multidisciplinary team.
- Experience working with Executive committees and Boards an asset.
- Experience with maintenance and inventory management, as well as with work in a multicultural setting are considered assets;
- Written and oral working knowledge of at least two (2) of the following languages: Inuktitut, English and French;
- Autonomous and good organizational skills;
- Capacity to manage several files simultaneously and ensure follow-up.
This position involves travel in and outside of Nunavik.

Salary: Minimum of $133 651 and maximum of $183 789 per year.

Relevant du bureau du directeur général de l’ARK, le directeur des travaux publics municipaux supervise l’exécution des projets d’ingénierie et de construction civiles, la mise en oeuvre de programmes d’infrastructures pour les villages nordiques, en particulier en ce qui concerne le traitement de l’eau potable et des eaux usées, les sites d’enfouissement, les routes et les édifices, ainsi que l’entretien et le fonctionnement du parc immobilier de l’ARK. Le candidat retenu doit :
RESPONSABILITÉS
- Assurer la gestion des activités du service conformément à des objectifs établis et des questions de planification, ainsi que des calendriers de travail;
- Collaborer étroitement avec les élus et les employés des villages nordiques, en assurant une communication efficace et continue;
- Préparer des budgets et faire un suivi;
- Mettre en place, suivre et renouveler des ententes gouvernementales concernant les infrastructures municipales et communautaires;
- Assurer l’entretien du parc immobilier de l’ARK, ainsi que la mise en place et la mise à jour du plan quinquennal de renouvellement et d’entretien;
- Superviser le programme d’assistance technique pour les villages nordiques afin d’accroître les connaissances des employés municipaux en particulier à propos du traitement de l’eau potable, ainsi que de l’entretien des édifices et de l’équipement lourd;
- Développer et mettre en oeuvre des objectifs opérationnels pour le service;
- Assurer une communication continue entre les différentes parties prenantes et l’ARK (notamment le personnel du service, les autres services de l’ARC, les villages nordiques, ainsi que les ministères et agences provinciaux).
COMPÉTENCES
- Baccalauréat en ingénierie, en ou dans un domaine connexe;
- Au moins 10 années d’expérience consistant à mettre en place des projets d’infrastructure municipaux
- Un minimum de cinq (5) années d’expérience à la tête d’une équipe multidisciplinaire.
- Une expérience de travail avec des comités exécutifs et des conseils d’administration constitue un atout.
- Expérience reliée à la gestion de l’entretien et de l’inventaire, ainsi que le travail dans un cadre multiculturel, un atout;
- Connaissance pratique d’au moins deux des langues suivantes, à l’écrit et à l’oral : inuktitut, français et anglais;
- Autonomie et bonnes aptitudes pour l’organisation;
- Capacité à gérer plusieurs projets simultanément et à en faire le suivi.
Ce poste comporte des déplacements dans le territoire du Nunavik (Québec) et à l’extérieur de celui-ci.
