Position Summary
Reporting to the Manager, People & Culture, the Human Resources Advisor is a senior-level HR professional who partners with leaders and employees to deliver responsive, client-focused human resources services. The role contributes to the success of departmental plans and organizational objectives by providing expert generalist advice and support across a broad range of HR functions.
As a trusted advisor, this position consults on recruitment and selection, employee and labour relations, disability and attendance management, performance management, coaching, workforce data and analytics, policy development, organizational change, conflict resolution, employee development, workplace investigations, job evaluation, compensation, organizational design, position management, employment documentation, and other people-related matters.
The Human Resources Advisor provides informed, practical guidance based on leading practices, applicable legislation, and County policies and procedures, and ensures timely, coordinated responses that support operational needs and a positive workplace culture.
This backfill position will have responsibility for the Abilities Management portfolio in addition to department partnerships.
Core Accountabilities
HR Business Partnerships
- Build effective partnerships with assigned client groups including developing a strong understanding of the client’s services. Consult with clients on an ongoing basis to determine evolving requirements and assist with the development and implementation of practical solutions.
- Serve as initial point of contact to clients in providing advice, problem resolution, and facilitation in the areas of performance management and employee/labour relations.
- Provide advice on human rights, employment standards and other labour legislation, human resource policies, procedures, and documentation. Research, identify and analyze specific employee relations concerns and make appropriate recommendations to client departments.
- Advise clients on recruitment issues including planning and implementation of staffing projections, development of effective internal and external recruitment and selection procedures and the interpretation of related collective agreement obligations. Conduct screening and referencing of candidates, develop interview questions and guides and participate on interview panels and assisting leaders make sound hiring decisions as well as produce all associated transactional letters.
- Support the development of proactive external sourcing strategies and initiatives that promote effective and efficient recruitment of talent for current and future needs.
- Support clients through performance management of staff, including coaching, discipline (up to and including termination).
- Lead workplace investigations and assessments. Provide analysis, findings, recommendations and report writing in accordance with best practices and County policies and procedures.
- Support clients to develop change management strategies in support of change initiatives.
Abilities Management
- Lead, direct and support employees through the ability management process. This includes liaising with insurance providers, WCB, third party independent medical examiners and ensuring documentation and case management is completed in a timely manner.
Organizational Design | Compensation
- Advise clients on organizational structure, job design, job evaluation and compensation matters within the client’s area of responsibility.
- Ensure data within the HRIS (positions, reporting structures and pay range data), position management tracker, and organizational charts is accurately maintained in a timely manner.
General
- Assist in the development and implementation of human resource policies, procedures and practices and make recommendations that are consistent with legislation, collective agreements and other policies. Provide confidential guidance and coaching to clients concerning policies, procedures and practices.
- Perform other duties and special projects as assigned.
Position Requirements
Completion of Bachelor’s Degree in Human Resources or Business Administration along with a minimum five (5) years of progressively responsible and diversified experience in a similar position. CPHR designation considered an asset. An equivalent combination of related experience and education may be considered.
- Experience in overseeing an abilities management program.
- Understands organization performance measures, and can translate people strategies into client language.
- Demonstrated interpersonal skills that build trust and respect.
- Comfortable reading and interpreting language of policies, collective agreements and legislation.
- Highly effective oral and written communication.
- Proven conflict resolution skills which incorporate a consultative and interest-based resolution approach to employee issues.
- Experience and knowledge in human resource functions such as workforce planning, performance management, employee/labour relations, compensation, investigations, recruitment and retention, ability management, and talent management
- Demonstrated ability to work with considerable independence, initiative and discretion.
- Proven ability to exercise sound judgment, tact and discretion when making decisions and responding to client needs and interests.
- Proficiency in Microsoft Suite and HRIS software. Experience with DayForce is an asset.
