The Opportunity
The Waste Management and Environmental Sustainability Department is comprised of three Branches: Solid Waste Operations, Solid Waste Management Policy and Planning, and Environmental Risk Management and Compliance. Overall, this department is responsible for the operation and maintenance of the City's Landfill site, which includes non-hazardous solid waste disposal, household hazardous waste receiving and disposal, leaf and yard waste disposal and composting, and solid waste collection and disposal. The Environmental Risk Management and Compliance Branch aims to minimize environmental risk associated with growth and corporate infrastructure, including source water protection, climate change strategy, sustainable development strategy, contaminated site response, sewer use by-law, spill response, ground water and surface water monitoring and investigations, and site plan reviews. This department also develops and maintains strategies that promote circular economy and environmental sustainability, including waste diversion programs, sustainable waste management strategy, public outreach, and education.
The Environmental Officer is responsible for providing environmental monitoring and enforcement services within the City of Barrie. The Environmental Officer performs field monitoring activities for the City of Barrie, including the collection of surface water, groundwater, wastewater and soil samples. This includes performing field work at various industrial, commercial, and institutional properties. The Environmental Officer enforces the Sewer Use By-law, Site Alteration By-law and Waste By-law for City of Barrie residents and industrial, commercial, and institutional facilities through compliance inspections, investigations and sampling. On a rotating basis, the Environmental Officer participates in an on-call roster and responds to spills that may cause adverse affects to the natural environment and human health.

Education (degree/diploma/certifications)
- Three (3) year College Diploma in Environmental Technology or a related discipline

Experience
- One (1) year of experience performing duties related to the major responsibilities of the position
Knowledge/Skill/Ability
- Thorough knowledge of the Occupational Health and Safety Act
- Demonstrated ability to:
- interpret and understand road infrastructure maps with respect to structural systems, plumbing systems, sewers, creeks, watershed boundaries, lot grading, etc.
- carry out the duties of the position including the climbing of stairs and ladders, walking over rough terrain, wading in creeks
- maintain excellent record keeping skills in a regulatory enforcement capacity with the ability to submit evidence in court
- Intermediate skills include: Customer Service; Interpersonal; Organizational; Report-writing; Written Communication
- Intermediate computer literacy with word processing, spreadsheet, presentation and graphics applications, such as Microsoft Word, Excel and PowerPoint
Conditions of Employment
- Valid Ontario Class “G” Driver’s Licence in good standing
- Medical documentation to confirm medically fit to wear a respirator
- Satisfactory Criminal Record Check*

Location: Environmental Centre, 272 Ferndale Drive North, Barrie, Ontario*
- Please note that the City has a Hybrid Work Program Policy in place that may allow a hybrid work arrangement of one (1) remote day per week for employees who meet eligibility requirements.
Hours: The normal hours of work are 35 hours per week in accordance with the Collective Agreement
Wage: This position is within the CUPE Local 2380 Bargaining Unit with the following pay level and 2026 pay range:
- Pay Level: Level 7
- Yearly Salary: $71,635.20 to $85,876.60
- Hourly Pay Rate: $39.36 to $47.18
