Boundary Electric is looking for an experienced People & Culture Manager to lead our People & Culture function and support the continued growth and success of our organization.
In this role, you'll provide both strategic and operational leadership across the full employee lifecycle, partnering with leaders to attract, develop, engage, and retain exceptional talent while fostering a positive, inclusive, and high-performing workplace.
You'll oversee a broad range of People & Culture functions, including talent acquisition, employee relations, performance management, total rewards, payroll oversight, organizational development, workforce planning, policy development, learning and development, compliance, and employee engagement.
Working collaboratively with leaders across the organization, you'll balance strategic planning with hands-on execution, helping drive continuous improvement, organizational effectiveness, and compliance with employment legislation and organizational policies.
Key Responsibilities
Strategic People & Culture
- Develop and implement People & Culture strategies aligned with organizational goals and business objectives.
- Partner with leaders on workforce planning, organizational design, succession planning, and talent development.
- Provide strategic guidance and coaching to leaders on employee relations, performance, and people management.
- Develop People & Culture metrics, reporting, and analytics to support informed business decisions.
- Lead organizational change initiatives and continuous improvement projects.
- Foster a workplace culture built on collaboration, accountability, engagement, and continuous learning.
Talent Acquisition & Workforce Planning
- Lead full-cycle recruitment and selection activities.
- Develop talent attraction, recruitment, and employer branding strategies.
- Oversee onboarding and orientation programs that support employee success.
- Partner with leaders to identify current and future workforce needs.
- Develop talent pipelines to support organizational growth.
Employee Relations & Performance
- Foster a respectful, positive, and inclusive workplace culture.
- Provide guidance on employee relations matters, conflict resolution, workplace investigations, and performance management.
- Coach leaders in effective people management and employee development.
- Oversee employee engagement, recognition, and retention initiatives.
- Ensure consistent and fair application of organizational policies and employment practices.
Learning & Organizational Development
- Develop and coordinate learning initiatives that strengthen organizational capability.
- Support leadership development and succession planning.
- Facilitate career development and employee growth opportunities.
- Identify organizational capability gaps and recommend development strategies.
- Promote a culture of continuous improvement and lifelong learning.
Total Rewards, Benefits & Payroll
- Oversee payroll administration and ensure legislative compliance.
- Administer employee benefits, pension, and wellness programs.
- Support compensation planning and market benchmarking.
- Maintain accurate employee compensation and benefits records.
- Partner with Finance on payroll reporting, year-end activities, and regulatory requirements.
Policy, Compliance & Governance
- Develop, maintain, and communicate People & Culture policies, procedures, and governance documentation.
- Ensure compliance with applicable employment legislation, regulatory requirements, and organizational standards.
- Maintain accurate employee records and People & Culture documentation.
- Support internal audits, compliance initiatives, and continuous improvement activities.
- Monitor legislative changes and recommend policy and process updates.
- Promote sound governance, confidentiality, and ethical people practices.
Culture, Engagement & Employee Experience
- Champion employee engagement and workplace culture initiatives.
- Support diversity, equity, inclusion, and belonging initiatives.
- Coordinate employee recognition, wellness, and engagement programs.
- Lead People & Culture communications that support organizational objectives.
- Promote a positive employee experience throughout the employee lifecycle.
Leadership & Operational Excellence
- Build collaborative relationships across all levels of the organization.
- Act as a trusted advisor to leaders on people, organizational, and workforce matters.
- Lead People & Culture projects and continuous process improvements.
- Contribute to strategic planning and organizational success.
Qualifications
Education
- Bachelor's degree in Human Resources, Business Administration, Industrial Relations, or a related discipline.
- Chartered Professional in Human Resources (CPHR) designation, or working toward designation, is considered an asset.
Experience
- 5+ years of progressive People & Culture or Human Resources experience, including leadership responsibilities.
- Demonstrated experience managing the full employee lifecycle.
- Experience advising managers and senior leaders on complex people matters.
- Experience in talent acquisition, employee relations, organizational development, performance management, and workforce planning.
- Experience overseeing payroll, benefits administration, and legislative compliance.
- Experience with Human Resource Information Systems (HRIS) and Microsoft Office applications.
