Venor has partnered with the College of Physicians & Surgeons of Nova Scotia (CPSNS) to recruit an HR Officer for a 21-month contract.

As an HR Officer, you will play a key role in supporting the full employee lifecycle while ensuring the effective delivery of payroll, benefits, and human resources programs. This position is integral to maintaining accurate and compliant HR operations, from compensation and benefits administration to recruitment, onboarding, and employee support. Working closely with employees, managers, and external partners, you will combine strong attention to detail, sound judgment, and a service-oriented approach to help foster a positive, well-supported workplace aligned with the College’s values and operational priorities.
What You’ll Do:
In this role, you will oversee the administration of payroll, benefits, and pension programs, ensuring accuracy, compliance, and timely processing across all areas. This includes managing bi-weekly payroll, maintaining employee records, administering group benefits and retirement plans, and ensuring all reporting, remittances, and year-end deliverables are completed in accordance with regulatory requirements. You will act as a key point of contact for employees and external stakeholders, responding to inquiries related to payroll, benefits, and pensions, while also supporting financial processes such as budgeting, forecasting, and reconciliations. Your work will directly contribute to the integrity and efficiency of the College’s HR and compensation functions.
In addition, you will lead recruitment and onboarding efforts, partnering with hiring managers to attract and select top talent while ensuring an inclusive and equitable hiring process. You will support managers across a range of HR functions, including performance management, employee relations, training and development, and policy interpretation. This role also includes developing and maintaining HR policies, procedures, and systems, as well as contributing to organizational initiatives such as health and safety, employee engagement, and continuous improvement projects. With a balance of strategic thinking and hands-on execution, you will help strengthen organizational effectiveness and support a positive employee experience.
What You Bring:
You bring 4+ years of progressive experience in human resources, ideally within a complex, multi-functional environment, along with a post-secondary degree in Human Resources, Business, or a related field (or equivalent combination of education and experience). A CPHR designation is considered an asset. You have a solid foundation across core HR functions, including payroll, benefits and pension administration, recruitment, employee relations, and employment legislation. You are a collaborative and professional communicator who builds strong relationships with colleagues, employees, and external stakeholders, and you represent the College with professionalism, respect, and integrity in all interactions. You exercise sound judgment, maintain strict confidentiality, and align your work with organizational values and priorities.
You are highly detail-oriented and take a thorough, organized approach to your work, ensuring accuracy across payroll, data management, and HR processes. You bring strong analytical and problem-solving skills, with the ability to prioritize competing demands, manage multiple deadlines, and deliver high-quality results in a fast-paced environment. You are proactive and solutions-focused, contributing to continuous improvement by identifying efficiencies, streamlining processes, and supporting new initiatives. Adaptable and resilient, you respond positively to change and manage pressure effectively while maintaining a strong sense of accountability. You are committed to ongoing learning and professional development, and you bring strong technical proficiency with systems and tools such as Microsoft Office (Word, Excel, Outlook), Adobe Acrobat, HRIS platforms (e.g., BambooHR), and payroll systems such as Ceridian PowerPay.
