We're hiring a Manager, Total Rewards to lead the City of Saskatoon's compensation, benefits, pension, and recognition strategies while shaping innovative programs that strengthen our position as an employer of choice. The Total Rewards Manager provides strategic leadership and governance for the City’s compensation, benefits, pension, and recognition programs. This role oversees the development and execution of the Total Rewards Strategy, ensuring alignment with organizational priorities, legislative requirements, and best practices. As a HR leader, the position directs a high‑performing team, leads analytical and policy development work, and offers expert guidance to City leadership, Council, and affiliated Boards. The Total Rewards Manager drives innovation in rewards programs, ensures competitiveness and internal equity, and strengthens the City’s position as an employer of choice through effective oversight, stakeholder engagement, and strategic decision-making.
- Leads, coaches, mentors and manages the section; ensuring clear goals and accountabilities are established and achieved. Ensures individuals’ performance and development needs are met and employees are high performing and engaged. Manages workload allocation and performance measures to build and raise the capability of the team.
- Leads the Development, implementation, and governance of the City’s Total Rewards Programs and Strategy, and ensuring alignment to the strategic plan and corporate priorities. Provides expert oversight on base compensation, incentives, pensions, benefits and employee recognition.
- Chairs and provides expert guidance to the Benefits Governance Committee and manages the organization's benefits plans including driving strategies for optimizing benefits costs, improving processes and leading changes.
- Oversees compensation programs and activities, including survey participation, market competitiveness analysis, salary structure recommendations, wage grid development, job analysis, classification related to salary administration, and job description development processes.
- Oversees the effective administration and management of City’s Pension Plan’s in coordination with the Pension Boards.
- Leads education and communication across the organization, including the leadership team, Human Resources, Management, and employees about total rewards philosophy and programs.
- Ensures effective processes for job design, contract development, rewards and contract administration for executive and positions that report to City Council.
- Leads advanced analytics, research, and reporting for all total rewards programs by conducting in‑depth compensation analysis; developing and maintaining data models, costing tools, and HR metrics; and preparing and presenting complex statistical, narrative, and conceptual insights to business leaders, Council, Committees, Senior Management, and Boards to support informed decision‑making and organizational objectives.
- Acts as a consultant to the City’s Boards and their management regarding their governance practices related to Total Rewards.
- Builds partnerships to support a diverse and inclusive culture and workforce and ensure compliance with laws and regulations.
- Develops, monitors and manages annual budgets for the section. Ensures that expenditures are monitored and controlled in accordance with approved budget.
- Leads organizational change related to total rewards strategies and improvements, guiding stakeholders through transitions, and ensuring effective communication, alignment, and adoption of new compensation, benefits, or other total rewards programs.
- Understands business needs at all levels and applies contemporary, creative and innovative strategies and solutions to employee rewards and recognition, to achieve business needs and promotion the City of Saskatoon as an employer of choice
- Provides strategic guidance and partners with leaders on business decisions that have extensive impact to the organization to drive organizational effectiveness and continuous program improvement.
- Performs other related duties as assigned.
- Degree in commerce or business administration or a related field
- Seven to nine years’ progressively responsible experience in human resources with emphasis on compensation, pension and benefits administration, employment and diversity.
- Chartered Professional in Human Resources (CPHR) designation preferred.
- Additional Certification as a Certified Compensation Professional (CCP), Certified Employee Benefits Specialist (CEBS) is considered an asset.
- An equivalent combination of education and experience may be considered.
- Advanced knowledge and experience with large ERP systems, Applicant Tracking System, and Microsoft Office Suites.
- Ability to work collaboratively with all functions of HR and other key stakeholders within the organization
- Thorough knowledge of a wide variety of occupations, organization structures, labour legislation, collective agreements, Human Rights legislation, representative workforce etc.
- Thorough knowledge of current human resource management principles and practices.
- Demonstrated ability to apply contemporary, creative and innovative strategies and solutions to compensation, pension and benefits administration.
- Demonstrated ability to lead and manage.
- Demonstrated ability to communicate effectively, orally and in writing, including presentations, reports and negotiating with unions and associations.
- Demonstrated ability to establish and maintain effective working relationships and key partnerships.
- Demonstrated skill in the effective use of a complex human resource information system.
- Ability to handle highly confidential and sensitive information.
- Ability to analyze and synthesize data.
- Possession of a valid Saskatchewan Class 5 Driver’s Licence.
Weekly Hours: 40
Salary Range: $126,966.24 to $149,185.20 CAD per annum (2026 rates)
