Project
The Woodfibre LNG Project is located approximately 7 km west-southwest of Squamish, British Columbia. It involves the construction and operation of a liquefied natural gas (LNG) export facility on the previous Woodfibre pulp mill site, which would have a storage capacity of 250,000 m3 and would produce approximately 2.1 million tons per year of LNG.
Woodfibre LNG Limited is a privately held Canadian company based in Vancouver and a subsidiary of Pacific Energy Corporation Limited.
Position
Woodfibre LNG (WLNG) is seeking a Project Engineer - Electrical to provide leadership in the organization or functional area and is primarily engaged in management activities that establish the direction of a department, function, or project. The position requires the application of knowledge gained from experience and expertise to perform the principal job duties and responsibilities. The position will make decisions in areas that may impact the organization and its employees, clients, budgets, policies, procedures, work practices, or compliance programs. The successful candidate reports directly to Site Construction Manager and will play an essential part in supporting the company’s construction and senior management team through the construction phase of the project.
Key Responsibilities:
The successful applicant will:

Perform on-site management, supervision, and coordination of all owner activities supporting EPC contractor progress, including permitting support and Electrical system(s) and equipment testing activities.

Oversight of EPC contractor field construction activities in conformance with project drawings, specifications, schedules, cost estimates, procedures, quality requirements and safety standards.

Monitor and report out to WLNG management on project schedule and cost through the efficient use of all construction resources including manpower, materials, tools, and equipment.

Provide input for the development of Contractor and company project schedules in cooperation with construction engineers and planners.

Engage with EPC contractor to confirm that daily and weekly short-range planning is maintained down to the superintendent level.

Review design scope and approach regarding constructability and submit and/or approve recommendations for change.

Review contractor manpower levels to attain schedule milestones and monitor manpower levels and craft mixes to ensure conformance with the construction plan.

Monitor and provide input to Change management process initiated or as a result of contractor actions, ensuring that all scope changes are quickly and properly documented and that change orders are approved prior to the performance of work.

Implement the site safety and security procedures and project work rules.

Play an active role in the development of the safety culture on the project, making safety a natural part of all work performed.

Assist the Site Construction Manager in the overall administration of labor relations policies.

Manage the contractual commitments of contractors, including cost, quality, and schedule and coordinate their field activities.

Plan and manage the project’s temporary facilities.

Oversee and maintain quality of all work in accordance with the standards as specified in the design documents, in support of the Quality Management team and Project Quality Management plan.

Remain knowledgeable of safety policies and procedures and perform assigned duties in a safe manner and, while supervising others, have responsibility for their safety and confirm that they comply with established safety policies and procedures and practice safe work habits.

Typically manage personnel and provide an environment for the development and professional advancement of staff members, including on-the-job and formal training and development opportunities, and timely performance feedback

Assure that all requirements and expectations of the Operating System Requirements (OSR), appropriate Operating. System Implementation plan (OSIP), and strict adherence to other business line requirements.

Must be flexible to work split shifts, overtime, and weekends as required to support maintenance and construction schedules.
Requirements
Requirements and Experience
- A Professional Engineer (P.Eng.) with a Bachelor of Electrical Engineering or Engineering Technologist – with extensive High Voltage electrical design and installation experience preferred.

Heavy Construction experience in large diameter cable pull activity, both tray and conduit construction methodologies, splicing and large diameter terminations.
- High Voltage equipment installation and testing experience for transformers, switchgear, breakers, etc., in High and medium voltage distribution networks in oil and gas facilities including Lockout/Tagout and permitting practices

Specific or similar experience in ENMCS system implementation and testing

Experience in system completions tools such as CoConsole, ProCore or other similar, as specifically relates to electrical checksheets.

Competent in NFPE 70E Code & Arc Flash Safety as per Technical Safety BC Standards.

Minimum of 5 -10 years experience in oil and gas, heavy industrial construction, engineering, equipment suppliers, and other construction-centric work.

Attend required training, courses, and certifications related to ongoing/new work.

Experience managing provincial construction permits.

Specific training will be provided by WLNG as required in areas such as permitting, LockoutTagout (LOTO), confined space, work at height, first aid and incident command, etc.

Willing to comply with WLNG’s drug-free and harassment-free work environment and all safety policies and procedures.

Have good organizational, computer, and communication skills working in a team environment.
Additional Requirements:

Squamish Area residents are preferred (candidates who live locally within 30 minutes-1hr drive).

A valid driver’s licence and passport.

Must be comfortable with a Marine-type environment as the site is remote (travel daily by boat only and is approximately 7km from Squamish).

This role will be a fully site-based role.

The position is based at our site in Squamish, BC. There may be occasional travel to a local engineering office in the Vancouver area, the EPC contractor’s office in Houston, an equipment suppliers facility, or the Company’s Vancouver office.
