Director, Practice Quality
The College of Pharmacists of Manitoba (CPhM) was established in 1878 and is the pharmacy regulatory and licensing authority in Manitoba. The legislated mandate of CPhM is to serve and protect the public interest. CPhM protects the health and well-being of the public by ensuring and promoting safe, ethical care by its registrants.

The Opportunity
Reporting to the Deputy Registrar, the Director, Practice Quality is responsible for overseeing all activities of the practice quality programs for CPhM, including the evolving Continuing Competency Program (CCP), in accordance with
The Pharmaceutical Act (the Act) and Pharmaceutical Regulations (Regulations).
Key Responsibilities
Operational Oversight
- Lead the implementation, and continuous improvement of the CCP.
- Develop and execute short- and long-term plans to support effective and sustainable CCP delivery.
- Design and operationalize CCP components, including knowledge assessment, continuous quality improvement initiatives, practice reviews, and continuing professional development requirements.
- Integrate the medication incident management continuous quality improvement (CQI) program (SafetyIQ) into the overall practice quality framework.
- Work with senior leadership to identify and manage human and financial resources required to deliver practice quality programs.
- Recruit, train, and manage staff supporting CCP and practice quality initiatives.
Quality Assurance Committee Support
- Provide leadership and subject-matter expertise to support the Quality Assurance Committee in advancing the CCP.
- Review internal and external quality data to identify trends and issues relevant to registrant CQI.
- Translate findings into recommendations and proposals for Quality Assurance Committee direction.
- Support the Committee Chair in preparing CCP- and practice quality-related materials for Council.
Continuous Improvement
- Monitor, evaluate, and report on the effectiveness and impact of the CCP and CQI programs.
- Present data-informed insights to support ongoing practice quality improvements.
Culture, Collaboration, Education & Compliance
- Promote a culture that supports pharmacists’ commitment to quality and safe care.
- Provide education and guidance to registrants and partners to support CCP compliance.
- Ensure regulatory requirements are followed when managing CCP non-compliance.
- Build and maintain relationships with system partners to support practice quality initiatives.
Communication
- Provide regular updates to registrants and system partners regarding the CCP.
- Work with communications staff to maintain CCP-related website content.
External Relations and Support Services
- Serve as a resource on practice quality programs to health professionals, the public, and system partners.
- Represent CPhM on external committees and working groups related to practice quality and continuing competence.
Qualifications
- Post-secondary degree in a regulated health profession, with a minimum of five (5) years’ experience as a practicing health care professional.
- Minimum three (3) years’ experience in a supervisory, management, teaching, or leadership role.
- Additional education or certification in health professional education, assessment, or quality improvement is considered an asset.
- Strong understanding of regulatory responsibilities related to ensuring and supporting high-quality pharmacy and pharmacist care.
- Extensive knowledge of Manitoba’s health care system and regulated health professions.
- Demonstrated understanding of the evolving role of pharmacists and pharmacy technicians provincially, nationally, and internationally, including current practice challenges.
- Experience working collaboratively and respectfully with registrants and system partners.
- Foundational knowledge of evidence-based approaches to measuring, supporting, and improving health professional competence and performance quality.
- Proven ability and commitment to rapidly acquire new knowledge in complex regulatory and practice quality environments.
- Excellent interpersonal, verbal, written, and listening communication skills.
- Strong organizational and time-management skills, with the ability to manage multiple priorities and meet deadlines.
- Self-directed and adaptable, with the ability to work independently and as part of a collaborative team.
- High degree of professionalism, accuracy, discretion, and commitment to confidentiality.
- Demonstrated cultural awareness, respectfulness, and sensitivity.
- Flexible, resourceful, and willing to lead and contribute in an evolving organizational environment.
Work Arrangement
- The position is 1.00 FTE, permanent, Monday to Friday; 37.5 hours per week
- Hybrid work model available at the discretion of supervisor
- Ability to attend and/or facilitate events at other locations on occasion
Salary Range
The base salary range for this position is between $117,785.68 - $148,558.52 annually.
